Hello Himanshu,
Delhi Technological University (DTU) which use to offer B.Tech courses under the domain of Delhi University till 2009 has now become a university. So, for admission into DTU, you need to take JEE Mains and score really good marks. Any score more than 240 in JEE Mains is considered safe for admission, if you are not a Delhite.

Abroad itself is a vast term.You have to be specific with the country. Different countries have different requirements. in general you must take IELTS or TOEFL to meet English language requirements. Exams like SAT may be required depending on where you want to study. Also complete you 10+2 with good grades.

Why not you will get admission in engineering college for the mechanical branch, there are many colleges in India they can't fill their full seats for engineering so you probably see the cutoffs of different colleges and as per this cutoff and the college status you can fill the form and continue.
