Necessary Marks depend upon cutoff but Computer Science is trending branch so its closing rank is lowest for every NIT. So, you should score minimum 200 for CSE.

Now, coming to your question, one can only join any college for Bachelor's in the first year after his/her 12th through entrance examination or in merit basis. And in 2nd year, through lateral entry. The main criteria is to complete your Bachelor degree with very good grades. German universities only accept a brilliant students. Along with it, you must have a strong research profile. Take IELTS too. You can consider taking GATE but not compulsory.
