There is no job at point of time in this world without a set Goals or Targets. So, at this age you should not fell fear about that.
You should have been in some job profile, if you are comfortable pls. proceed with that so that risk management is easy for you.
Technical skills learning doesn't requires any age but only passion for learning and mastering it. But if you are going to consume for Job Sake, then it might not be easy to go.
Web Designing requires technical base + Creativity. Even that comes with a TAT.
So, do an analysis of your past job profile and then see the strengths, moves towards that.

-Core field
-Software field
If you wish to go for core jobs, you may choose :
-Power systems
-Latest applications of Solar panels
-Embedded systems
-VLSI
-You can also opt for Mechanical branches such as Robotics and Humanoids and other mechanical applications.
For software jobs you can learn programming languages.
Please remember that you should pursue a stream based on :
