Find below the eligibility criteria to pursue MS from universities in Australia:
- Undergraduate degree in same or relevant discipline (60%-70% plus in degree)
- High scores in IELTS or TOEFL.
Preferred TOEFL score- 90 plus.

If you satisfy following criteria,

Yes you can,
For CSAT, UPSC The candidates must hold any degree in any discipline from any recognized university. Final year degree students who will obtain degree by August 1, 2013 aer also eligible for CSAT 2013.
The degree can be of any class (Distinction, first, second or pass class Degree obtained by distance education/ open university is also eligible if the University is a recognized university.
