Can you please mention the detailed rank like open category or etc., If it is open category it is difficult to get seat in government veternary college as of now for agriculture and veternary there is a full demand as so many jobs are vacant. So below 10,000 rank holders are facing difficulty to get those branches in government colleges. But you can get in private institutions if you apply for them.

You might want to give private colleges a try. With a 19 percentile score let's be honest government colleges will not approach you however, applying voluntarily to a private college will increase your chances of not skipping a year and from there on you can work on building your profile for a good job during your master's programme.
