You can apply for INTER and FINAL from Institute of Company Secretary where the admission is in May. You can do dual studies which will help you much better in the future.

Hi Syeda, TOEFL is just a test of English language, don't worry about it. If you are not comfortable you can appear for IELTS instead. In these tests the examiner tests, reading, writing and speaking skills of test taker. IELTS also has listening module in which a tape is played and you have to answer questions based on what you hear. If you find it difficult you can always go for coaching and appear for the exam only when you feel confident. IELTS exam is conducted by IDP Australia and British Council while TOEFL is conducted by ETS. You register for these exams online and make payment too.

Hi Ravindra,
SET exam i.e. State Eligibility Test is conducted for every state separately and hence the exam date will vary and so would the other details, like the exam will be some where in the second week of August, 2011 for the MAH SET 2011 like wise it will differ for others.
As for the UPSC is concerned, the applications are available from the nearest GPO/ Post offices. The last date for submission is 21st march and the preliminary test is set to take place on 12th June 2011.
