Germany is a country known for its technical advancements specially automobile and mechanical. As for scholarships, I would like to say that education in Germany is government funded but not management programs. And by government funded, we mean that there is a possibility of getting waivers in tuition fee etc. though you might have to pay a minimum of Euro 140-400.
For more information on German Universities, I would request you to visit the nearest DAAD office. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.
Also, as a friend I would request you to go for a German language course as it will help you find a part time job. A student in Germany can work 90 full days or 180 half days.
