As per your marks in 12th and NEET, chances of getting any private or government college are close to nil. You need to apply for deemed universities or private colleges separately. You can try for management seat in a low budget college for BHMS in top deemed universities and private colleges.

It depends, what kind of environment and exposure you want. HBTU has a very good reputation in CSE and paint technology so it can be preferred in this case but NITs are big name and provides you better exposure.

What is your HSC score? If you belong to any reserved category, and your percentile is 50 i.e. (weightage of class 12th and CET scores) and you have scored 90 marks in CET then you can surely get COEP.

Go for the JEE Mains counselling and check whether the name of the college is present in the Mains list and then if it matches your rank, go for it if your rank is nearby. Wait for the last round of counselling. Do not leave a seat.

I am going anonymous as I am an alumnus of one of the college mentioned bellow and a few people might not like my views. Some of the best engineering colleges in Pune are as follows:
COEP
PICT, Pune
MIT, Pune
VIT, Pune
At any point of time, I will include these colleges in top 5 engineering colleges in Pune. But every college has its strength and weakness. While COEP has great placement records and a very less fee, it lacks in providing international exposure too students. Also, the difficulty level of syllabus is bit high.
