The best colleges in India that offer MBA/PGDM are IIMs, especially IIM-A, B, or C. There are other good colleges like XLRI, and FMS where the fees is slightly less and those can also be considered.

Yes, you can but as you are having a Diploma, you need more work experience and the companies could pay you less but when you will be having a higher work experience, it is of more value than degree.
