For CA, city hardly matters. You just need to be highly focused and hard working and at the same time for management studies you need to do MBA with good college. And, you can not do both the things simultaneously.

BE/ B.Tech or equivalent degree with minimum 50% marks or equivalent CGPA. Some of the very reputed institutes conduct entrance examination for admission to the degree course.

You desire to study aerospace engineering after completion of your B Tech in mechanical engineering? Why if I may ask? You would be much better off by pursuing either M.Tech in some specialization or MBA. But let me assure you that experts in mechanical engineering are indeed required in aerospace engineering.
