Hi Luke,
Our requirements will vary dependent on the recognition of University and scoring system used. As a guide, a Bachelor's degree with a score of between 60-80% is considered comparable to a UK 2.1, while a score of between 50-69% is considered comparable to a UK 2.2, depending on the ranking of the institution.
For Civil Engineering courses students with GPA results will be expected to have a 7.5 or above on a 10 point scale.

Always remember, you should pursue a course based on your interest and skills as it will help you to achieve your long term career goals.
After B.Sc, you have two options :
1) You may opt for M.Sc to move your career towards research.
