Yes! RWTH AACHEN is one of the fines for pursuing Master in Media Informatics.
For admissions, a candidate should have a recognized first degree (Bachelor of Science or Engineering) in Computer Science, Computer Engineering, Informatics, or other closely related discipline, awarded by an internationally recognized university-level institution. Candidates should have also performed above average in their undergraduate studies.
As for graduation marks is concerned, 60-70 % would do. GRE average 300-320+ and TOEFL 85-90+ is usually preferred.
As you have mentioned free aid, I would like to say that education in Germany is government funded and thus you might have to pay a minimum fee ranging from Euro 140-500.

If possible, go for a German language course as it will help you get Part time employment.
