Hi,
Preparing for Civil Services requires combination of smartness and hard work. Do the right things to gain an edge over your competition:
*Get the right books for Prelims
*Start preparing at least 10 months before
*Solve past year questions to test yourself on regular basis
*Cover the scoring sections early
*Cover the syllabus strategically. Don't go for a "prepare all" approach for prelims
*Balance paper 1 and 2
I would suggest you to spend quality time everyday by reading journals, magazines, newspapers, etc. You may also refer the books below:
Indian Politics by Lakshmikanth
Ancient History by D.D.Kausambi's
R.S.Agarwal [Arithmetic]

First of all, both the universities will ask for migration certificate at the time of Ph.D./LLB degree award and that time you can present only one. secondly, Ph.D. is a research work which require complete academic devotion and simultaneous pursuance of LLB may hamper that concentration.
Lastly, being a Ph.D. aspirant, if you can not find out UGC rules from their website then consider that you are not capable of research or Law work.
