Well as per your query I would say that there are a few criterion that needs to be in mind while selecting optional for IAS.
*First and the foremost, the Candidate must be comfortable in grasping the concepts of the subject.

Well there are very few good institutes offering a UG course in Mass Comm. Few of the institutes that might interest you are DCAC, IP, AMITY, APJ etc.
Also, as a friend I would suggest you to go for a Bachelors in any stream and in your Masters you can apply for Mass Comm as a specialization.

* AIIMS,
* AFMC,
* AIPMT, etc.
