I presume, yes. Any diploma holder is eligible for admission, provided he has the required rank in IPU-CET as the university takes entrance test for lateral entry as well.

It depends only on your rank. I got INR 50,000 scholarship from VIT with 9288 rank. Top 10000 students got INR 50000 scholarship and the rank between 10000-20000 got INR 25000 scholarship and yes they also provide the scholarship for the students whose financial conditions are not good but you have to submit the proof for that.
