As you have already graduated in BCA and have 14 years of work experience, so you are definitely eligible to pursue M.Sc Pschology. There is no restrictions of age in such courses.

As your JEE Mains rank is 22824 and your board score is 94.77%, so you are eligible for all the nits. But, if you are determined in computer Science engineering then you should go for middle and lower order nits like NIT Patna, NIT Jalandhar, NIT Jamshedpur, NIT Durgapur etc. But, apply for all the nits available in the list.
