Saurabh there are many good universities around like LPU, SMU, Sastra etc that you can take into consideration for admission in B.Tech ME.
Admission is on the basis of JEE test/ state levle test, test of a particular university, merit or direct admission on the basis of marks in 12th.

Santosh if you will get a govt.college on the basis of this rank then your fee is going to be the one decided by AP govt.but if you end up getting a private one then the fees applicable is the one that is decided by the college administration/ committee.
Another way for you to get admission in the course of your choice is to look for universities that allow admission on the basis of other boards/ states' tests. Some of the universities have less/ nominal fees and some also offer scholarships to students.
