Marine engineering is a division of engineering that deals with the nautical architecture and science. Marine engineering basically is meant for research conducted in oceans and coastal or inland waters connected to the sea. Marine engineers have the entire responsibility of the ship's technical management. They are responsible for selecting the ship's machinery such as steam turbines, gas turbines and diesel engines and for the design of mechanical, electrical, fluid and control systems throughout the vessel. The construction, operations and maintenance of the engine room are the main obligation of a marine engineer. Marine engineering also comprises of anthropology, engineering, archaeology, sociology and other related studies of human relationships with the sea.

Basic Eligibility
UG:
For admission in a bachelor's degree, the candidate must have passed the higher secondary school certificate (10+2) examination with science subject such as biology, maths and chemistry. For IITs, It is mandatory to qualify in the Joint Entrance Examinations (J.E.E). The duration for this course is 4 years.
PG:
The eligibility criteria for pursuing a master's degree are holding a bachelor's degree in (B.E/B.Tech) or any other equivalent branches of engineering. The duration for this course is 2 years.

The final degree and the level of qualification achieved is the same. Though the mode of education is different. It depends upon the recruiting agency as to how much weightage it gives to the degree obtained through distance education mode.
This aspect generally depends upon the kind of work experience one has and the enormity of the relevant work experience. Therefore to be honest distance education is beneficial only in cases where-in the candidate has good relevant work experience.
For fresh candidates it is always advisable to go for the regular mode of education. Distance education is basically opted by people who are in job and cannot afford to leave it for obtaining higher education / higher degree. One should consider distance education more as a means of acquiring higher knowledge wothout attending the education institute regularly.

German Universities are extremely competitive and based on the aggregate % you have shared (I hope you were among the top 10% in your class), you have good chances in securing a seat at Aachen. I suggest appear for GRE and target a score of 325+ as FH Aachen requires non-EU students to provide GRE scores. This apart I suggest prepare a crisp and quality "Statement of Purpose" justifying your reason for selecting the course and the University. The SoP should ideally be a 1 to 1.5 page essay. This apart a work ex of 2-3 years would add to the chances of you being selected (However, you can try to apply without work ex too). After a postgraduate degree in HR, you are well equipped to start a career. But if you would like to specialize in a specific industry, you might want to take a course or a diploma in that industry. Some other courses that you might consider are:
