VIPS is affiliated to IP and DTU is a university. Both are state universities. So there is not much difference. I will prefer DTU. But you can take into consideration factors like specializations, fees, nearness. Etc.

Yes it is possible, but the competition is really high.

You can join some school, colleges won't be possible before 12th.
