It is very nice to know that you want to continue with graduation in engineering after completion of your diploma in Engineering. Yes you can definitely seek lateral Admission under Delhi Technological University. Yes, you can definitely change your college, but with a valid reason. Basically, colleges do not prefer this flexibility, as they loose a seat, so there might be a possibility that they may request you to pay the third year fee as well. There is also another possibility, where the college can be harsh, so they may not give you yours 1st year completion certificate due to which you will have to take the admission again from 1st year. It depends on college to college. Kindly discuss with the college.
