Graduation in any discipline from a recognized University with 50% (45% for SC/ST) aggregate are eligible. Degree through correspondence is not accepted unless it is through IGNOU. Applicants expecting their final year results may apply. Their admission will be provisional and subject to furnishing proof of graduation with 50% by beginning of the second semester.

Post Graduate Diploma in Management is offered by most of the autonomous institutes and is recognized by the AICTE. PGDM is not inferior to MBA in any way, and for the record most of the private organization prefer students who have done PGDM as it focus more in providing practical application of management concepts. Well I would suggest you to register yourself with various job portals like Naukri, Times Jobs, Monster, etc. and also constantly go through Employment News for immediate help. Your resume would be viewed by both public and private sector companies.
Also distance education or lateral entry does not make any difference when it comes to jobs. Because there are other factors too that recruiters consider like confidence, communication, leadership skills, punctuality, team spirit, in-depth knowledge, academic scores, extracurricular, etc.
As far as working in government sector is concerned, the public sector firms recruit graduate trainees after conducting written test. Some of the leading public sector firms recruiting B.Tech in Information Technology graduates are BSNL, ISRO, CDIT, CDAC, etc. You can even try jobs in banking sector. All the leading public sector banks conduct written test for graduates. Another option is teaching field. You can easily get into any government or private college as professors or lecturers.

Well it is not advisable for you at this stage to pursue Bachelors from Germany, as you have to go for a 1 -1.5 year bridging course or you have to give an entrance exam conducted by the German university or you have to complete 1 year Bachelors in India.
So, as a friend, I would advice you to complete your bachelors in India and then pursue your masters from Germany.
