Haryana Civil Service Examination (HCS) is conducted by the Haryana Public Service Commission for the right candidates in the different posts of Haryana Public Administrative Services. A large number of candidates are taking part of this test, since it offer a career path in the highest public service filed of the state.
The HCS examination consists of two stages,
-Written Examination,
-Viva.
The basic eligibility is Graduation in any subject from the recognized university. There will be no specification in the minimum mark requirements.
The candidates should be between the age limit of 21-35. The special category is eligible for the needed consideration as per the Government rules.

Your question is very generic. Profiles offered depends on a number of factors such as the specialization you choose in the 2nd year, your summer internship, subjects and sectors you are interested in, your GPA etc. Yes, experience helps in getting a higher pay than freshers but it is definitely not a rule. Average package varies from 5 to 7 (in hand).
Since it is a multidisciplinary program (read unique), profiles are so varied it is not possible to list them out here. I would recommend you should go through the admission brochure. IIFM is not restricted to NGOs and developmental organizations but also organisations from diverse backgrounds like consultancies, banks, micro-finance-sector, international agencies, CSR based corporates etc.
