If your long term goal is to apply for PR, then plan for countries like Canada, Australia, New Zealand, Germany etc. They are also good for your field. Remember that there is no guarantee of getting a job, it will boil down to your own academic performance, networks, university reputation, industrial tie-ups of the university and so on. And PR also won't happen immediately. You have to work for few years and gradually you can apply. For now you should focus on getting a good and reputed university for your studies and improve your credentials and skills.

Chemical engineering has a huge scope in the future. This field is in demand in many industries like petroleum, energy, healthcare, manufacturing, and even consulting. Big companies like Reliance, Shell, BP, ONGC, and Biocon hire chemical engineers every year. Many government jobs are also available in companies like IOCL, HPCL, and GAIL.
From my personal experience, I did my chemical engineering from Chandigarh University and the placements in this field are very good.
