As per MCI rules, 50% in PCB 12th board exams for open category and 45% for reserved category are pre requisites to apply for MBBS in India or abroad. So according to this you are eligible. Along with this from this year it is mandatory to have qualifying score in NEET 2019 to apply for MBBS abroad. If you have both the above criteria then you can study MBBS in Russia or any other country. Admissions are open.

It is inapplicable because for NET exam Post Graduation in same field is considered if that subject is unavailable means relevant subjects are allowed. HRM is already there in NET exam subjects list.

Try to clear your inter with good marks. Give one more year. It will give you good career opportunities. Otherwise, with failed 12th, you can't get good career opportunities because every college need 12th pass with minimum 55%. Second option is to do some Diploma courses if you do not want to repeat your intermediate after Diploma. You will get entry level jobs. Don't expect much salary wise. So, choose the best option according to your capability.
