Yes, IIT Allahabad is still having that much potential, you should give preference to it. Although it will require you to score a really good score to get admitted as compared to NIT's. Placements totally depends on your attitude and your knowledge in the domain. So, work on that and you need not to worry about the placements.

Although Safety Management has a great scope in the developing country like India but, as the courses like Safety Management and Disaster Management are at a very nascent stage in India you would not find many Universities providing this degree. Few of the institutes which you may check are: Annamalai University, NIFS, and NAFS, etc. You can also try with Amity University.

NIT TRICHY is better than ANNA UNIVERSITY.
I would say both are very good in their own rights. CEG takes in a lot of candidates mainly based on TN state board marks. So the quality may be a little less than students at NITT where students are taken in through JEE performance. Still you can see CEG and NITT ranked amongst the top engineering colleges in India. Considering some factors:
Placements:

The eligibility is you must have completed B.A. (Hons.)/ B.A./B.Sc. (Hons)/B.Sc. with the required percentage including all subjects studied at B.A./B.Sc. level except for those subjects where only pass marks are required and which do not contribute to the total in the final (degree) mark sheet. The subject in which admission is sought must have been studied in all the three years at the undergraduate level.
Final year appearing candidate can also apply on provisional basis.
