Yes, you can get a job in ISRO after completing B.Tech in ECE but the vacancies for ECE is very less every year and the entrance exam of ISRO is also tough. You have to work hard to get a job in ISRO.

Yes, you are eligible to appear in either of the exams that is GPSC or UPSC. Anybody who is a graduate can apply for civil service exams. Other eligibility criteria you can check online on the UPSC website.

As you have scored a low rank, you can't get a good branch in top 15 colleges.
