After Diploma in Civil Engineering, you may join lateral B.Tech course in which you can directly enter into the second year. Degree course will open more opportunities for you.
Procedure :
To take admission, there is Lateral Entry Entrance Test or LEET which is conducted at state level. Some colleges and Universities too conduct their own lateral entry tests.

With this good percentage you can get admission in any good college. You can also go for reputed universities like Amity, Sharda ,Lovely etc. All these universities are world class universities with great infrastructure and lot many facilities for students.
Not only this these universities also offer scholarships to students on the basis of their marks in there previous qualifying exams.

There are many options available for students with bio.background. You can go for MBBS/ BDS/ B.Pharma etc.
Otherwise these days there are other professional degrees available for medical students like B.Tech Biotech./ Nanotech./ Food tech./ Agri.engg. etc being offered by universities like Lovely, Amity, Sharda, Chitkara etc.
If not this then you can go for Bachelors in physiotherapy/ occupational therapy/ vocational therapy/ speech therapy etc.
Many of these universities that i talked about also offer scholarships too to students.
