You can consider Canada, Australia, Singapore, New Zealand, France, UK etc. UK has limited post study work options. So, before applying to UK, check with the universities properly.

Hi mate,
Yes, you are eligible for B.Tech. You can take admission in any of the college which provide lateral entry in civil engineering which will be of 3 years. In a private university, you may get direct admission on the basis of your Diploma score but you need to appear for test if you're applying in government university. I hope I've made myself clear.

You can change your college after 1st Year of Engineering. If it is allowed by the University to which your college is affiliated. You need to enquire about this in the university you study. Whether the provision of changing college is available or not. Then you have to take the NOC i.e. No objection certificate of current college you are studying. You also have to see, if there is an empty seat available in the college you want to take admission. Then you have to follow process by filling some forms and making some applications. The fee structure of management quota is the discretion of the college. None a college reveal it earlier. You first need to apply to a particular college and then they will tell you about the fees. However, the fees of management quota is always much higher than normal fees. The fees of management quota is different for different streams in different colleges. Engineering is expensive. NIOS is accepted worldwide but each foreign university has its own admission rule, you have to email them and share your certificate with them to get it checked.

Sure, you will get. Admissions to TNAU has a separate admission window. Apply through that. TNEA 2018 is regular window for all the normal engineering courses affiliated to Anna university. But this one you have to apply separately. You still have time.

NATA score card is valid all across the country. But NATA is meant for government funded colleges. Valid for that particular academic year only. But there are whole lot of private colleges that accept NATA and give admission. That list can't be given here. Google it.
