Yes, you can definitely pursue Masters in advertising once you complete your graduation. Yes, you are eligible for B.Tech. You can take admission in any of the college which provide lateral entry in civil engineering which will be of 3 years. In a private university, you may get direct admission on the basis of your Diploma score but you need to appear for test if you're applying in government university. I hope I've made myself clear.

The fee structure of management quota is the discretion of the college. None a college reveal it earlier. You first need to apply to a particular college and then they will tell you about the fees. However, the fees of management quota is always much higher than normal fees. The fees of management quota is different for different streams in different colleges. Engineering is expensive. NIOS is accepted worldwide but each foreign university has its own admission rule, you have to email them and share your certificate with them to get it checked.
