IIT's and NIT's are government agencies only and these are definitely at the top in India. I have not understood about what do you mean by semi government institutes. Then there are some institutions like ICT, Mumbai or ISRO sponsored one.

After completing BPT you choose the MPT course for your higher studies. MPT (Master of Physiotherapy) is a two-year degree course in the physiotherapy stream. I suggest you do MPT as your higher studies because MPT is a very relevant course and good for your career options.

You can try IMI – Bhubaneshwar and BIMTECH. But, there are some pros and cons, which you should check before taking admission through MAT.
1. You should not get manipulated by any free admission agency because they have other interests.
2. You can take a Linkedin tour to find the current alumni and chat with them to take the exact job sustainability as 100% placement does not make any sense without job sustainability.
3. You should not run behind the package.
4. You can check the job profile.
