Usually the eligibility for PG in packaging is:
Graduates in any branch of Science and Engineering Subjects.
Diploma in Engineering, Pharmacy, Food Technology, Printing Technology.
Graduates of any branch with Corporate Sponsorship / Entrepreneurship.
However, the eligibility may vary from institute to institute different institutes have different admission procedure and eligibility.

To become an IAS officer you have to appear in Civil Service Exam.
The Civil Service Examination is organized by UPSC every year to recruit candidate for IAS, IPS etc.
Academic Qualification:
The candidate must hold a bachelor's degree in any field from a well known college or university.
Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission's examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination.
-Age Limits:
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
Number of attempts:
Every candidate appearing at the examination who is otherwise eligible, shall be permitted four attempts at the examination.
However, your passion in a particular subject and your caliber for attaining the highest level of specialization, will eventually lead to a phenomenal career path.
I would therefore suggest you to consider your skills and strengths to boost your career plans.
You can take CPT test.Once you clear that, you can start preparing for CA inter exam and on the other hand you can pursue B.ComI also.
Any University has no objection in doing CA along with graduation course.
After passing your 12th you can enroll for CA and graduation at same.
In this way you'll save your time and will complete the course in shorter period of time.

For admission procedure and eligibility, it is advisable to get in touch with the institutes directly as the eligibility may vary from institute to institute. Different institutes have different admission procedure and eligibility.
Regarding License for flying:
To become a commercial pilot in India, one has to first possess a Student Pilot License (SPL). The basic eligibility to get the SPL is 10+2 with science and age should be minimum 16 years. One has to register at a flying club which is recognized by Directorate General of Civil Aviation (DGCA), Government of India.
Registration requires a medical certificate, security clearance and a bank guarantee.
An oral examination in subjects such as Air Regulations, Aviation Meteorology, Air Navigation, Engine (technical and specific) is followed by the registration.
Successful completion of the examination entitles you for an SPL certificate.
The second step is the Private Pilot License (PPL). PPL training includes sixty hours of flying of which about fifteen hours are dual flights, that is accompanied by the flight instructor and at least 30 hours of solo flights apart from five hours of cross-country flying. This makes one eligible for the PPL exam, which consists of Air Regulation, Aviation Meteorology, Air Navigation, Aircraft Engines and Seamanship.
The prescribed age for appearing for this exam is 17 years and an educational qualification of 10+2 along with a medical Fitness Certificate issued by the Armed Forces Central Medical Establishment (AFCME).
