Yes, you can. There is no certain minimum age to appear for JEE exams. However for general category the age limit is 25 and for SC, ST etc. They have a relaxation of 5 years. For complete eligibility details, you may refer:

Hello Alma, Majority of the top colleges including the government colleges allow for lateral entry in their 4 year engineering degree courses directly into the second year. Perhaps the noted exceptions are IIT's and NIT's. They do not have facility for lateral entry. These days in spite of best efforts by the top private colleges or Deemed to be university's, they find it tough to fill up their classes to the capacity in the first year. This forces them to accept students at least in the second year of 4 year course so that they get the fees for remaining three years to run their institutions. Why not, apart from getting admission in IITs, your success story will be published in top newspapers also. It's really good that a 16 year old student is clearing JEE advance. It is a government. College, so the administration is very much of that sort. Fees & Scholarships, the best thing about itPG & independent rooms are easily available nearby. Yavatmal is a decent place for somebody who is clear that she/he wants to study hard and focus on academics only.Each department used to have its own technical event and now I have heard that they conduct a common event of the college.Some of the good IT companies either visit the campus or have a pool campus where the students fare well.

If you have decided to do law prior graduating you should take admission in BALLB/BBALLB, it is a five year course and by doing integrated course you will save one precious year.
