Sathak you have not made your earlier choice "Sarthak" for your career if you are really interested in Policing & interogatory kind of job. Find out the reason for your shift in interest unless you had that inkling right from the school days but someone in the family forced you into hotel management. Now I would like to suggest that make good of what you have in your hands i.e try to make a good career in hotel management. May be with your flair for interrogative kind of job and probing nature (if you have this), you might get an new important role in the field of hotel management.

Hi Prasad, yes the exams are mandatory. As it is recommended that an applicant should have appeared for all these exams before you make any application, it may not be a good idea to send the application without these scores. PhD students are given additional classes for German language for free before they begin PhD.
So you can actually try and get the proposal accepted first and before you apply for admission ask the Univ if they need you to appear for these exams.

If you can develop writing skills for this kind of job then it would add more gravy to the curry and would benefit you by making you a sought after writer and increase your market value. These are actually kind of soft skills which every one must try to acquire irrespective of whether it is mandatory or not for their field. So in your stream if your are technically sound with new ideas and practicall skills then writing skills may not be that much necessary. But as I said earlier, if you can acquire such skills it would ve useful.
