You can try in govt.colleges or may be in some NITs. Otherwise there are many universities like Amity, Sharda, SMU, LPU etc that take into consideration both the marks in 12th as well as JEE. Not only this they are offering scholarships to students on the basis of either of the two.

If it an autonomous college and is UGC approved then it doesn't need AICTE approval but if it affiliated to a university then it needs AICTE approval.
Apart from looking for the approvals also check the placement records and infrastructure of the college/ university. These days many world class universities like Lovely, Amity, Manipal etc have come up that offer modern infrastructure and facilities, good placement guidance to its students.
Do check up with them too.
