Yes, you can take admission in Govind Academy in B.Tech with both the ways; Regular and Correspondence. B.tech is 4 years course Available here

If the college predictor says that you can get admission then chances are there that you will get a seat in that Institute.

just consult the college authorities that whether they allow you for the the exam in next year or not?

I think to enter the Central University the only way is through CUCET but if you really wish to check out then I would recommend you to email the CCTV people and Central University people stating whatever reason you have for not appearing for CUCET and asking them if anything can be considered as per my knowledge the only way to get into Central University is through CUCET all the best.
