The author has given the indication of overall purpose in the first three paragraphs only. Passage mostly talks about the alternatives efficient to avoid congestion due to rise in car use. Option D can be one of the motives but doesn't constitute complete purpose.

Officially, the recent data on the median packages offered to BTech courses at CCS HAU has not been released. However, as per the previous placement reports of the BTech course at CAU, the median package offered by the university was INR 4 LPA. No, students cannot take admission to UVCE Bangalore BTech courses without appearing for Karnataka CET. Having a valid KCET score is part of the minimum eligibility criteria.
