Hello Anitha, No, you can't. According to UGC NET guidelines, the basic requirement for the exam is candidates have to be post graduated or in the qualifying year of Masters. The applicants should have minimum 55% aggregate marks in Masters to apply for the exam. If you want to apply for JRF NET exam then your age must not be more than 30 years. You can do BBA instead of B.Tech as it will save one year of yours from any good DU college. After that you can apply for CAT and clear the exam and join one of the IIMs.
