Yes you may surely pursue MBA, as in order to pursue full time MBA program you need to be graduate in any field with atleast 50% marks in graduation, plus you need to take various management entrance test like CAT, MAT, XAT, SNAP, etc.
The final selection in MBA institutes is made on the basis of:
1. Education background of the students.
2. Score in various management entrance test.
3. Performance in group discussions and personal interview.
4. Work experience if any.

If you mean Orissa Administrative Services, then preparing for it requires combination of smartness and hard work. Do the right things to gain an edge over your competition:
*Get the right books for Prelims
*Start preparing at least 10 months before
*Solve past year questions to test yourself on regular basis
*Cover the scoring sections early
*Cover the syllabus strategically. Don't go for a "prepare all" approach for prelims
*Balance paper 1 and 2
I would suggest you to spend quality time everyday by reading journals, magazines, newspapers, etc. You may also refer the books below:
Indian Politics by Lakshmikanth
Ancient History by D.D.Kausa
