NITA is better than NITC in engineering. But regarding all other as suggested above, I am not agree. I have crossed over one and highly impressed as I find it as trying to follow & compete with JAYPEE university & Galgotias univesity in following aspects:

1)The first and the foremost, you need to fill an online application for Delhi University mentioning all the courses that you wish to seek admission in. Though you can also go for offline application, but it will be convenient to fill it online. You will also be required to fill your class 12 board marks subject wise.
2)Next, wait for the cut-off lists.
3)For the B.Sc courses, the cutoffs are to be calculated as
For Physics, Chemistry, Zoology, Botany, etc your cutoffs are calculated as per your percentage in PCM
For Mathematical Sciences, Computer Science, Mathematics and Statistics, cutoffs are calculated as the aggregate of marks in mathematics, one language subject and two best elective subjects.
For B.Sc pass courses, again your aggregate of your marks in PCM will determine cutoffs.
There are yet another courses, which follow different procedures. To know about them, you can visit the official website of DU
4)DU releases it's cutoff list. It will be available on the DU's website and on the associated colleges' websites. Also in some of leading newspapers. Look up for your course. Check, in which college's cutoff you fall. If you wish to take admission, make your move.
5)Rush up to the college. Get your documents checked. Do not forget your DU application. And make sure that the course in which you are seeking admission is mentioned in your application. Fill in the required forms, attach necessary documents, deposit your fees and Bingo. You made it to DU.
6)If by chance, you could not make it to the college of your choice in first list. You can wait for the subsequent lists. And follow the steps 4 and 5.

You are advsied to appear for Graduate Record Examination (GRE) to seek admission in MS Civil Engineering in foreign universities. GREis a standardized test that is an admissions requirement for most graduate schools in the United States. Created and administered by the Educational Testing Service (ETS), the exam aims to measure verbal reasoning, quantitative reasoning, analytical writing, and critical thinking skills that have been acquired over a long period of time and that are not entirely based on any specific field of study outside of the GRE itself.
There are no specific eligibility criteria for GRE. Aspirants can register for the test irrespective of age and qualification. Many graduate schools in the United States require GRE results as part of the admissions process. Different graduate schools have their own criteria for admission and minimum GRE score.

CS and LLB is a great combination as both pertains to the compliances. A person having dual degrees compared to only CS degree will be preferred more by Companies.
However, as regards comparison between CS and CWA, the choice will be yours. I can only guide you about the CS course. It is basically more of a theoretical course as compared to CWA. Even in the practical papers like FM, Cost Accounting etc you will find that the general pattern of questions is more of a theoretical nature. I have seen student cribbing about the presence of theory. So if you are not accustomed to learn and write long answers, please do not enter the course.
CS course has 3 stages: Foundation Program, Executive Program and Professional Program. If you are lucky enough to clear all the stages in one go and including the training period of (1.5 Years), the duration of the course comes to 4.5 years.
ICWA has training period of 3 years and the course is of practical nature as compared to CS. You will become a master of Cost Accounting (CWA) as compared to CS wherein you will be an expert of Company Law and compliances.
In short, both the courses have their own methods and techniques and you will be the best one to decide which one to go for. As far as concerned with opportunities, there are ample in both of them.
