In IIT, earlier, in the academic year 2016-17, the tuition fee for socially and economically backward students at the IIT was waived off. However, now, SC/ST/PH students shall get complete fee waiver. Students whose parents earn less than Rs 1 Lacs can get full remission of the fee. At some universities, you can only get a fee waiver for your first year of study. Although you'll need a smaller tuition fee loan with a fee waiver, you should apply for the full amount of tuition fee loan. The amount can be reduced later when the fee waiver is confirmed, and your university might do this for you. You have to check this at the college you are interested in taking admission. Rules are more or less the same. The chances of getting this facility is more at government colleges than private ones.
