First please check whether you get admission for MD radiology in Philippines. As most of the Philippines university prefer only local candidate for post graduate course. As for as MCI is concerned what i heard is no regularity for PG degree so on the whole it means MCI have nor accepted or refused overseas PG degree. As you are already registered doctor in India, i dont see any problem doing PG anywhere.
