I don't think it's a good decision. According to my point of view, you should opt for Ph.D so that you can get better opportunities after Ph.D in research field as well you can also get good job opportunities in colleges as a professor.

You cannot do both at a time. It's better that after completing your Diploma, you take lateral admission in B.Tech and complete you degree. Yes it will take some time but trust me, it will be fruitful for you. All the best.

It depends on colleges in which you are looking for admission. Some colleges conduct their own entrance exam and government college conduct their own as per state government. Also, some private colleges will give you direct admission on the basis of your marks. Only 10+2 PCM or BCB students are eligible for biomedical engineering.
