I would suggest you to appear for IIT JEE and AIEEE. These two entrance examinations provide admissions to IITs/ NITs and other government colleges, which are cost-effective.
I would also suggest you to appear for individual state examinations (OJEE in Odisha, EAMCET in Andhra Pradesh/Telangana, COMEDK in Karnataka, etc.). These exams also guarantee you good colleges and serve as a backup, in case things don't end up the way you've planned for IIT/ AIEEE.

Yes, a non-local or a person from some other state rather Maharashtra (if that is what you mean) can also apply for it. The eligibility criteria for MH-CET is any graduate in any discipline from any institute or university recognized by the Association of Indian Universities (AIU) with minimum 50% aggregate marks. Candidates who belong to the backward classes of Maharashtra state should have 45% marks in aggregate. Students in their final year of graduation can also apply.
