Hello Sheetal,
I would suggest you to appear for IIT JEE and AIEEE. These two entrance examinations provide admissions to IITs/ NITs and other government colleges, which are cost-effective.
I would also suggest you to appear for individual state examinations (OJEE in Odisha, EAMCET in Andhra Pradesh/Telangana, COMEDK in Karnataka, etc.). These exams also guarantee you good colleges and serve as a backup, in case things don't end up the way you've planned for IIT/ AIEEE.

Yes, a non-local or a person from some other state rather Maharashtra (if that is what you mean) can also apply for it. The eligibility criteria for MH-CET is any graduate in any discipline from any institute or university recognized by the Association of Indian Universities (AIU) with minimum 50% aggregate marks. Candidates who belong to the backward classes of Maharashtra state should have 45% marks in aggregate. Students in their final year of graduation can also apply.

Yes, as per my knowledge you can change your college during the 3 year or 5 year course. If you are changing the college within the same university, then there is no problem. But, if you have to change the university, then you might face some trouble.
As per one of the common rule of Universities in India, if you are migrating from university to university between your course, then you will have go through an evaluation process. As per this process, the new university will assess your papers, which you have given in your last university.

Symbiosis is a different type of management institute. You may get admission in SIMC, SSMC or SIHS. Try and apply in them. You can't get any other institute with that percentile.
