I would recommend both of them studying in a tier-2 or tier-3 city as adjusting with a class of 20-21 year old would be difficult in a tier-1 city as the competition level is much higher.
Also, I would recommend you to first decide in which part of the country you would be interested for them to study in and accordingly shortlist the colleges based on other criteria such as university affiliation, fees structure, etc.

Yes, you can get a job, either on-campus or off-campus. International students are allowed to work 20 hour per week during study term and unlimited hours in the semester breaks. 1. Sikkim Manipal University.
2. Amity University.
3. Madurai Kamraj.
4. Annamalai University.
But, you should look for the field related to your background.
