I also think the Ahmedabad University admission policy is fair. As the College provides Need-based Scholarships where it extends need-based Scholarships to our undergraduate students that provides for a waiver of Tuition Fees up to 90% of the total Tuition Fee amount. Also, the infrastructure and facilities provided to students here are excellent.

Hi Sujoy,
I would recommend both of them studying in a tier-2 or tier-3 city as adjusting with a class of 20-21 year old would be difficult in a tier-1 city as the competition level is much higher.
Also, I would recommend you to first decide in which part of the country you would be interested for them to study in and accordingly shortlist the colleges based on other criteria such as university affiliation, fees structure, etc.
I hope I was of some help to you.

You can keep them ready or ask your referees to keep the LORs ready but it won't be too helpful as LOR format is likely to change with every season. And, the university will send them the LOR format during the period of your application. You can always keep the draft ready and edit it later. At least, you can save pretty good time later.
