Better to go through the eligibility criteria of colleges accepting/ not accepting JEE Mains scores. Government college like SGSITS, Indore accepts JEE Main rank and a 12th percentage of 50% is required. Government college like Madras Institute of Technology accepts only 12th percentage and selection is merit based. So, check for the respective government colleges you are looking for.

The eligible aspirants will be required to register themselves for MHTCET counselling and seat allotment process. MHCET seat allotment will be conducted online basis the ranks acquired by students in the merit list and students' preference and availability of seats. MHCET merit list will be released online. Candidates who are allotted seats need to report at their allotted institute for confirmation of seats.

If you want to build your career in genetics engineering you have to choose B.Tech in biotechnology and later on you may opt for M.Tech in genetic engineering. To get admission in B.Tech software in biotechnology you have to appear for JEE Mains exam to get admission in pinnacle colleges like NITs and IITs.
Genetic engineering is a totally particular branch so wide variety of faculty members presenting M.Tech in genetic engineering is plenty greater than those providing B.Tech in genetic engineering.

Yes, all B-Schools including Iims give weightage to CAT scores for first shortlist. After first shortlist, students go through What/PI and than final shortlisting is done. A good score in CAT do helps one to get into top-tier B-Schools of India. What-PI performance is also considered after CAT scores.
