Ragging is an offense according to government laws. Hence there will be strict rules against it in the college. So you need not worry about it and you can report about these to the college admin whenever you find something like that. See as per last year cutoff you have less chances because you are from outside Delhi and only 15% seats are available for outside Delhi. But also you can refer link to know more about admissions:
