As for your IPU rank you need to check the cut off with the university itself then only you can make out which colleges you are going to get. As for your JEE rank you can try for admission in some of the good universities like LPU, GNIOT, NIRMA etc where you can get admission on the basis of your JEE rank as well as 12th marks without csab counselling too.
