A person with a Bachelor's degree in any stream can do it, however, you need to give entrance exams. For clarity about entrance exams, get in touch with your nearby best university or college and ask them about upcoming dates, or if you can be more specific about the exact college/University you want to get admission in, I will give you more clarity. Wish you luck with your future endeavors.

Sorry, your scores are very low. At least 6.5 overall with no less than 6 bands in each component is the minimum eligibility criteria to study in Canada. Retake the IELTS is my suggestion.

This depends on other candidates that would be writing papers with you so if they are equally good and they are doing this with a hundred percent accuracy then no, but if that is not the case, then you can do it with less number of questions as well so it really depends on the candidates.

Hi,
There is not much difference between CSE and ISE. You can check some of the differences below:
1-In general terms, ISE deals with only software while CSE deals with both software and hardware.
2-Placement wise both these branches have similar placements, barring a few companies who allow CSE students and not ISE students.
3-You can go for higher study in CSE.

Yes, you can apply for admission, but at the time of joining or before the beginning of classes, you have to submit your provisional degree certificate. Some colleges would allow you to submit the certificate after classes start.
