Hi Amit,
With a backlog in your B.Sc third year, there are possibilities for the course to get extended leading to a gap in your education but if you are able to score well in your back log with a over all good academic record to support with, then I really do not see a problem for you to get a good job opportunities because an employer or a company is more keen to judge you on the basis of your education and skill set than anything else.

Let me tell you are not eligible for distance learning programs form UK you have to take admission in regular programs if you want to go for higher studies. you can take admission in any Under graduate or post graduate level regular course like BA/ MA in Media and public relation ,Corporate Communications and Public Relations etc.
Universities like:- University of Leeds UK, NewCastle University, Manchester Metropolitan University, Bournemouth University, Sheffield Hallam University etc. Similarly for US you must have to register for the full time course.

Free University of Berlin offers various courses in UG and PG level you have not mentioned in which particular course you are interested in, kindly let me know so that i can help you with the details .DAAD is a student exchange service which offers scholarships for various programs there is no such scholarship is available only on the basis of TOEFL you might get scholarships on the basis of GRE, GMAT or your previous academics. Since the medium of instruction in the international degree programmes is mainly english,you are not expected to have German language skills.Instead a proof of proficiency in english ,like IELTSor TOEFL
