Hi Vivek,
As you have not mentioned the University under which you were about to write these exams it gets difficult for me to provide any specific information but in general to reappear for the papers which you couldn't clear, you would require to refill the application for the same at your University office and based on which, once the notification is released on can re-write the exams as per the schedule.
I would suggest you to contact your University to inquire about the provision & process of reappearing.

Hi.
If you are looking to pursue your masters in engineering, then I would recommend either India or USA. The curriculum of the Indian Education System is always said to be superior than the curriculum in other parts of the world. The only thing poor in the Indian Education System would be the infrastructure and facilities. However, engineering is one of the strongest education sectors in the US. They have universities that are best throughout the world for their engineering programs like University of Berkeley, Stanford, Yale etc with an excellent curriculum, top of the world infrastructure and facilities.
