IELTS is one of the important eligibility criteria to get admission in universities abroad.
IELTS is the exam which need to be taken by all the international students whose first or native language is not English.
IELTS has 4 section namely:

*Writing
*Speaking
*Listening
In order to improve your reading section it is advisable to read a lot of good English magazines and newspapers, you can note down the difficult words and try to find out their meaning and this help you to improve your writing skills, and in order to improve your listening skills you can watch English news channels, besides all this it would be always advisable to join some good coaching institutes in your city which offers quality IELTS coaching.

As you are planning to pursue your MBA from Germany, the country is not that much known for its MBA programs, instead it is known for it s technical courses and advancements. For MBA programs, you can look for countries like UK, USA etc.
But as you have mentioned Germany, there are a few universities offering a similar masters program. Few of the universities are:
Karlsruhe Institute of Technology,
Technische Universität München (University),
Coburg University of Applied Sciences,
Esslingen University of Applied Sciences,
Fulda University of Applied Sciences,
Freiberg University of Mining and Technology,
University of Applied Sciences Bremen,
University of Applied Sciences Bonn-Rhein-Sieg,
Berlin School of Applied Sciences (HTW) etc.
For admissions you have to give GMAT and TOEFL / IELTS as per the university requirement.
As for scholarships, there is a least possibility for students to get a scholarship. Though the education in Germany is govt. funded but not management programs, though there is a possibility that you might have to give a minimal fee.
One of the organisations that you can approach for scholarships is DAAD, which is a German govt. approved organisation and have their offices in various cities in India.
